[ovs-discuss] restarting openvswitch leaves ovs bridge down and with no IP

That's a good sign that there's something else going on in the OVS or
system initscripts.  Guru (CCed) knows a lot more about them than me.
Guru, do you have any suggestions for Edgar about how to track this
down?
