First, I think this question would have been better off going to
the openstack dev list and being tagged with networking-ovn in the
subject line as it is aimed there.

Second, yes, it is ok to have OVN L3 enabled with provider networks in
devstack config (I do it pretty much all the time).

Third, for Ben's information, q-l3 is the devstack token for the
reference neutron L3 service.
