This is fine. Things change over time and no kernel has all symbols.

Most likely when you downgraded the kernel CONFIG_MODULE_SIG was
turned on but userspace is not set up properly to do module signing. I
would use the original kernel that came with your distribution and
either use the OVS module that comes packaged with that (simply build
OVS userspace without --with-linux) or use the kernel module from
branch-2.6 in the OVS git repository which supports kernels up to 4.7.
