[ovs-discuss] upcall first or the next packet first?

Dear predecessors, I have a problem. If ovs receives two packets, the first one is not in the flow table, and the second one is in the flow table, then the kernel will send the first packet of information to the userspace. Does the userspace feedback then process the first packet, or it wait for the second packet to be processed directly?I'm looking forward to your reply.
