>From what I'm aware Openstack/Devstack supports both kernel Open vSwitch and Open vSwitch deployed in userspace with DPDK. Is your version one of these? Guides are available for both:

If your OVS is different to these then its probably best to ask the Open Stack community mailing list for guidance.
