Interesting, I'd never even heard of such issues.

I sent a patch that should allow you to use this via:
        sudo ovs-vsctl set-controller s1 'tcp:[fe80::41f3:ab56:bbab:a528%eth0]'

(I recommend quoting anything with shell metacharacters like [], by the
way.)
