the links such as ' :ref:`general-build-reqs`<https://github.com/openvswitch/ovs/blob/master/Documentation/intro/install/dpdk.rst#id3>, ' are broken.

In the URL:
http://docs.openvswitch.org/en/latest/intro/install/general/
there are no references to actually obtaining the sources. Instead, the 'Bootstrapping' section seems to assume that is already done.
