What about add an incomplete(only ip, no mac) Mac_binding when 
configuring the route's nexthop?

Similar to the linux system：
# arp -n
10.157.0.253 (incomplete) eth0

Then ovn-controller sends an arp request for this？

When this icmp is sent, the arp has already been requested.
