[ovs-discuss] Does flows modifying arp field or using registers could only be used in slow path ?

Baesd on the tutorial of openvwitch,  it said that flows modifying arp
field will not generate fast path flows. Is it true ?
“ As a second example, any flow that modifies ARP fields is processed in
the slow path.”

Is it the same flows for using registers?
