You can refer to
  -  ovn-architecture man pages and grep for "Life Cycle of a VTEP gatewap",
  - ovn-controller-vtep man page
  - and this test file -
https://github.com/ovn-org/ovn/blob/master/tests/ovn-controller-vtep.at
    This should give you an idea on how to start and configure
ovn-controller-vtep.
