  acinclude: Use NUMA_AWARE_HUGEPAGES too for libnuma check.

This fixes build with NUMA_AWARE_HUGEPAGES enabled and VHOST_NUMA
disabled. This should not be a usual case. But it's possible to
configure DPDK this way.
