  rhel: Fix sphinx BuildRequires on Fedora Rawhide

On Fedora Rawhide only python3-sphinx is available, but currently
python2-sphinx is used.

This commit changes the BuildRequires for sphinx to use
/usr/bin/sphinx-build directly instead of python2-sphinx in order to make
it work on current Fedora Rawhide too.
