  rhel: Revert RHEL 7.4 comp_ver change

I looked at the wrong list of kernels when I changed the value for the
RHEL 7.4 comp_ver variable.  Revert that part of commit e64c2c1
("rhel: Fix ovs-kmod-manage.sh to work with RHEL 7.3").
